Dholera, a small village located about 100 km southwest of Ahmedabad, is set to undergo a remarkable transformation. It will soon become a magnificent and futuristic Greenfield City, following in the footsteps of GIFT City. However, this peaceful setting is in sharp contrast with the modern, technologically advanced city being built nearby as part of the Delhi-Mumbai Industrial Corridor (DMIC). With support from both the Centre and the Gujarat government, work is progressing rapidly on the ground. The completion of the first phase of the Dholera smart city project is expected by 2025-26. How much development is done?

The Delhi-Mumbai Industrial Corridor (DMIC) has been under development for over a decade. However, the work on Dholera, a major city in the corridor, began only in 2016. In 2017, Larsen & Toubro was awarded the contract to develop roads and services in the activation zone. Trunk infrastructure such as water lines, wastewater collection, storm drains, power distribution, and ICT networks run beneath wide blacktop roads. Efforts are underway to establish a solar park with a capacity of 4,400 MW to supply power to both industries and residential areas in the new city. Construction of essential facilities, including water treatment plants, elevated reservoirs for storing potable and recycled water, and common effluent treatment plants, are currently in progress, with some already completed. Also, a maritime park is about to develop shortly, which will be accompanied by a 6.5-kilometer-long artificial canal flowing with the residential and commercial landscapes. From the 6.5 km artificial canal, 2.2km of the area will be developed with seating arrangements and gardens like Ahmedabad’s riverfront. To add a final touch to all these amenities, a recreational zone called Silk Route will have an open arena. The city of Dholera is designed to accommodate a population of 2 lakh. According to an official, 99% of the underground utility and trunk infrastructure is already in place in the activation zone. Construction is currently underway for a four-lane expressway that will connect Ahmedabad to Dholera. Additionally, there is a new international airport located 15 km from the city, which is expected to become operational by 2024. It is important to note that the nearest airport to Dholera is currently located in Ahmedabad, which is approximately 117 km away. Discussions are underway to expand the Bhimnath-Dholera rail freight line to facilitate cargo transportation. The nearest railway station is located in Bhavnagar, which is roughly 60 km away. According to a second official from DICDL, the Western Railway has already approved the Detailed Project Report, and further planning regarding the establishment of this rail connection is underway. Most of the trunk infrastructure in the activation zone is ready, but DICDL is currently waiting for major anchor firms to establish their units in Dholera. At present, land has been allotted to two large private firms - Tata Power and ReNew. "ReNew has already started work on the ground," said a DICDL official. Additionally, the application of Gujarat-based Chiripal Group, which is a solar film-making company, is currently under review. DSIR received a significant boost when the Gujarat government signed a Memorandum of Understanding (MoU) with Vedanta-Foxconn to establish a semiconductor ecosystem in Dholera. According to a senior official from DICDL, the proposal to the Ministry of Electronics and Information Technology has been submitted for approval under the Production Linked Incentive (PLI) scheme. The Vedanta-Foxconn team will have the final say on the allocation and commencement of work, which will only occur once they confirm the decision. It is natural for domestic and multinational companies to be interested in Dholera, given the advantages it has to offer. According to an official, Dholera has a blanket environmental clearance from the Gujarat government, which means that companies will not have to go through the hassle of obtaining individual clearances. Moreover, the civic infrastructure in DSIR will meet international standards. The power tariff will be affordable, and the land titles will be clear. Additionally, the Dholera airport, located around 15 km away, will primarily serve cargo requirements, according to the official. Final Say
